►Résumé de l'article (fait par l'auteur) :  Cet article propose une analyse des obstacles rencontrés par les défenseurs de la proposition de loi sur le devoir de vigilance (ONG et syndicats) en étudiant les efforts de plaidoyer et de lobbying déployés par ces derniers afin de réussir à faire déposer, examiner puis adopter cette loi dont le Gouvernement ne voulait pas initialement.

À l’aune de ce cas, le concept d’entrepreneur institutionnel est discuté puis relativisé par utilisation de la notion de fortuna, développée par Machiavel, afin de décrire le passage « improbable » de cette loi. Les résultats tendent ainsi à relativiser l’importance que des acteurs singuliers, y compris collectifs, peuvent avoir dans l’explication du changement institutionnel, au profit d’une analyse multi-niveaux du changement (micro, méso, macro).

Syndicats.  Summary Corporate Duty of Vigilance in France: The Path of an Improbable Statute This article offers an analysis of the resistance encountered by defenders (NGOs and trade unions) of the French Law on Corporate Duty of Vigilance. These actors sought to behave as institutional entrepreneurs deploying intense advocacy and lobbying efforts in order to successfully have this bill tabled, examined, and ultimately passed by the French government. In light of this case, the concept of “institutional entrepreneurship” is discussed and then relativized by the use of Machiavelli’s notion of “Fortuna,” in order to describe the “improbable” adoption of this statute. The results tend to put into perspective the importance that individual actors, including collective ones, can have in the explanation of institutional change, in favor of a multilevel analysis of change (micro, meso, macro).
